A Severely disabled offender has been released back into the community, after a Crown Court judge demanded action from North Lincolnshire Council’s social services. Lee Graham (19), who is profoundly deaf and has the mentality of a nine-year-old, burgled the home of a disabled Scunthorpe woman on May 25.However, she struggled with Graham in her home and managed to pull off his hearing aid. This resulted in his arrest through a DNA match. Last Monday, Judge John Reddihough, sitting at Grimsby Crown Court, said he was concerned about the role of social services in Graham’s case. He pointed out, should he decide against an immediate custodial sentence, it appeared he would be returned without supervision to his home on Diana Street, Scunthorpe. Demanding a social services director attend court for a hearing last Friday, he pointed out the department was aware Graham had been assessed as needing 24-hour supervision. Following Judge Reddihough’s demand, director of adult services Mike Briggs attended the hearing, which was held in private. And, after a satisfactory supervision package was put forward, Judge Reddihough gave Graham 24 weeks’ youth detention, suspended for 12 months for the admitted burglary.

The singer lost custody of her two children to her ex-husband Kevin Federline after Judge Scott Gordon said: Based on the evidence presented, the court finds that there is a habitual, frequent and continuous use of controlled substances and alcohol by Ms Spears.”
Britney is by no means the first celebrity to have problems and its unlikely shell be the last. Often the desperate bid for fame and pressure of being in the public spotlight can result in celebrities facing their own problems while they try and deal with it.

The NHS has enjoyed record funding increases in recent years, but they are now coming to an end. How will the health service cope?
The similarities between the city and NHS are few and far between.
But in recent months health managers have had to act like the most bullish city traders by trying to predict NHS inflation.
Since 2002, the health service has enjoyed record yearly rises of over 7%, leaving the UK health budget standing at over Pfund105bn.
This is triple what it was when Labour came to power.
But now the axe is expected to fall on the huge rises the NHS has been enjoying, as the government unveils its spending plans for the next three years.
And NHS managers are ready. At the turn of the year, Treasury officials gave briefings to government health staff and NHS managers setting out what would be expected.
Clear message
The message was loud and clear – improve productivity because in the future the health service will have to cope with less generous budget increases.
This, of course, was already envisaged. Former NatWest bank chief Sir Derek Wanless, whose 2002 report paved the way for the record rises, had said that from 2008 the budget rises should be reduced to about 4.5% in real terms – that is on top of the rate of inflation.

The mother of a severely disabled teenager has asked doctors to give her daughter a hysterectomy to stop her from starting menstruation.
Alison Thorpe, 45, from Essex, says 15-year-old Katie, who has cerebral palsy, would be confused by periods and they would cause her indignity.
Doctors are now seeking legal approval before carrying out the surgery.
The disabled charity Scope said the operation would set a “disturbing” precedent for other disabled girls.
If approved, it will be the first time in the UK a hysterectomy is carried out without it being medically needed.
Best possible life
Katie’s mother said the operation would stop her daughter from going through unnecessary suffering.
Mrs Thorpe said: “All we are trying to do is keep and improve Katie’s quality of life.
“By stopping menstruation it’s allowing Katie to enjoy life to the full without the problems of menstruation…the mood swings, the tears, the stomach cramps, the pain, the discomfort, the embarrassment.”
Mrs Thorpe said her daughter would not be able to ask for help or even let people know what she was feeling.

Sir, Amid continuing NHS reconfiguration and the proposed closure of maternity units, we are asking the Department of Health urgently to consider the recommendations in the joint report Safer Childbirth: Minimum Standards for the Organisation and Delivery of Care in Labour released tomorrow. These recommendations have been agreed by the Royal College of Obstetricians and Gynaecologists, Royal College of Midwives, Royal College of Anaesthetists and Royal College of Paediatrics and Child Health.
There are increasing pressures on NHS maternity services as a result of social trends such as delaying pregnancy until a later age, increasing numbers of mothers from ethnic minorities and increasing levels of obesity among women. The birthrate has risen to its highest level since 1980. Existing resources for maternity services are inadequate and, while some local reconfigurations may be justified in the longterm, urgent action is needed to address staffing and skill shortages at a local level in current units.
A rapid response is needed to ensure that our maternity units are safe and have the expertise and resources needed to deliver high quality services. The joint report sets out the standards needed to run labour wards efficiently and effectively. We draw particular attention to the recommendation that multidisciplinary teamworking among well-trained professionals improves standards of care and womens experiences of childbirth.
All women should have one-to-one midwifery care through labour, but many will also need urgent assistance from other members of the maternity care team such as obstetricians, anaesthetists and neonatologists.

HUNDREDS of youngsters and families are set to benefit from a new website to be launched in York next month.
Coun Keith Aspden, the Lib Dem executive member for Young People and Social Inclusion, welcomed progress on the YorOK Children’s Trust.
In a response to a question from Dringhouses councillor, Tom Holvey, Coun Aspden reported that the YorOK website, aimed at providing “joined-up” information for children, young people, families and professionals in York, will be launched next month.
Coun Aspden said: “The website will be developed in two sections; a service directory, which is a searchable online directory by categories, keywords, postcode and A-Z, and information and guidance pages, a series of pages more like a traditional website.
“The service directory will host the youth offer, whereby children, young people and their families will be able to search, for example, for activities and groups within their local areas. I hope that this will improve access to the wide range of provision that exists for children and young people.”
YorOK, a partnership of child care providers such as City of York Council, schools, health services, police and youth clubs, is reviewing its approach to services.Earlier this year, YorOK produced the city’s second Children and Young People’s Plan to help young people understand what it is that they can reasonably expect the city to do for them and how they might make a contribution themselves
